Beginning in January 2023
A a new state law bans partially replacing lead service lines. Instead, a lead service line must always be completely replaced. This means both the private and public side. The following programs are designed to meet this new requirement.
LSLR Loans
Municipalities apply for these loans and then may coordinate with homeowners to handle the private-side replacement; the homeowner benefit is that the municipality secures favorable terms and reduces or eliminates homeowner cost.

Chicago, IL
Equity Lead Service Line Replacement Program (E-LSLR):
Free full replacement for eligible 1–2 unit, owner-occupied homes under income limits.Homeowner-Initiated Program:
City waives permit fees (up to ~$3,100–$5,000) when you replace your line.
City reconnects to the water main and provides a meter if needed.Licensed Daycare Facility Program:

As the Department of Water Management performs scheduled maintenance on aging water and sewer mains, it may be necessary to replace any lead service lines impacted by that work. This work will be done for free.

The Village Board approved a 50 / 50 cost-sharing program for homeowners replacing the private side of a lead water service line (from the buffalo‐box to the home). Get more info.

Homes built after 1959 within Glenview’s corporate limits typically do not have lead service lines (the lead service line ban dates from that year). However, older homes and those annexed later may still be at risk. Glenview+1
